Harry Neill was born in Belfast and was educated at Willowfield National School, Woodstock Road. He studied at the Belfast School of Art and became a lithographic artist. In 1912 he became a member of the Belfast Art Society. He has exhibited at the Royal Hibernian Academy, Dublin and in Belfast.
