William Macauley was born into a County Antrim family and was educated privately. He entered the diplomatic service, and his first appointment, from 1925 to 1929, was as secretary at the Irish Legion, Washington. Before being appointed Minister to the Holy See, a post which he occupied until 1941, he spent two years as consul and four years as Consul-General.
