William Chichester was born at Kilmore, County Londonderry, and was educated at Foyle College, Derry, the High School, Shrewsbury and Trinity College, Dublin. He was ordained in 1837 and later inherited the O'Neill estates. An extinct peerage was restored to Chichester under the title of Baron O'Neill of Shane's Castle in 1868.
