Charles Rowan was born in Mullans, County Antrim, and joined the 52nd Foot Regiment. He served throughout the Peninsular campaign and was wounded at Waterloo. When the London police were formed he was appointed Chief Commissioner. He was knighted in 1848 and died in London.
