Harold Reichel was born in Belfast and was educated at Christ's Hospital and Balliol College, Oxford. In 1884 he took charge of the new University College at Bangor, Wales, which became the University of Wales and of which he became Vice-Chancellor. He learned the Welsh language and promoted Welsh culture. He was knighted in 1907. He died in France.
