Tarlach O Raifeartaigh was born in Carrickmore, County Tyrone, and was educated at St Patrick's College, Armagh, and University College, Dublin. He was Professor of History at St Patrick's Training College, Drumcondra, Dublin before joining the Department of Education as a secondary schools inspector. Before becoming Chairman of the Higher Education Authority, he served as Secretary to the Department of Education. He was a member of the Royal Irish Academy and had bestowed upon him the Legion of Honour. Dublin University and the National University of Ireland gave him honorary doctorates and he received a papal knighthood.
