William Miller was born near Lurgan, County Armagh. He was a portrait painter and sometimes painted on glass. He painted likenesses of Lurgan people of his time. He invented a speaking clock which was modelled as the figure of an old man standing in a case, though when he could not find a buyer, he dismantled it.
