Arthur Maxwell was born in County Down and was educated in Dublin. He joined the civil service in 1893, but retired in 1905 to become secretary to the banking company Glynn Mills, and rose to be a managing partner. He served in the First World War and was severely wounded in 1916. He was awarded the Distinguished Service Order, made a Companion of the Order of St Michael and St George, was promoted to the rank of brigadier-general, and was knighted.
