Hugh Holmes was born in Dungannon, County Tyrone, and was educated there and at Trinity College, Dublin. In 1865 he was called to the Bar and was appointed Queen's Counsel in 1877. He served as Solicitor-General from 1878 to 1880 and Attorney-General from 1885 to 1886. He was member of parliament for Queen's University from 1885 to 1887, in which year he became a judge. In 1897 he was appointed Lord Justice of Appeal. His autobiography is in manuscript.
