Joseph Connolly was born in Belfast and educated at St Malachy's College, Belfast. From 1921 to 1922 he represented the Irish Free State as Consul-General in America, from 1928 to 1936 he was Fianna Fail member of the Irish Senate, and in 1932 he deputised for de Valera at the Council of the League of Nations. He became Chairman of the Board of Public Works in 1936.
