Thomas Webb was born in England and in 1845 won a classical scholarship at Dublin University. In 1857 he became Doctor of Laws and was appointed Professor of Moral Philosophy. In 1861 he was called to the Bar, and from 1879 to 1887 was Regius Professor of Laws at the University of Dublin. He was then appointed county court judge for Donegal. In 1868 he unsuccessfully stood as a Liberal parliamentary candidate for Dublin University. In 1880 he published a pamphlet on the land question.
