William Quinn was born in Iniskeen, County Monaghan. On the dissolution of the Royal Irish Constabulary in 1922, he was among the first to join the Garda Siochana. He became Deputy Commissioner, and in 1965 Commissioner, the first member of the force to occupy this post.
