William Moore was born in Ballymoney, County Antrim, was educated at Trinity College, Dublin, and was called to the Bar in 1887. He was a Unionist member of parliament for eighteen years form 1899 to 1917, before being appointed a High Court judge. When a Court of Appeal was established in Northern Ireland he was appointed its judge until 1925 and eventually became Lord Chief Justice of Northern Ireland.
